Forced displacement, or forced transfer, refers to the movement of individuals or a population against their will. Article 8 of the Rome Statute to the International Criminal Court states that “the deportation or transfer [by the Occupying Power] of all or parts of the population of the occupied territory within or outside [the territory it occupies]” is a war crime.[1] Forced transfer is also outlawed under Article 49 of the Fourth Geneva Convention.[2] It is estimated that almost two thirds of all Palestinians worldwide are refugees or internally displaced persons (IDPs) as a result of forced displacement by the State of Israel and/or during its creation in the Nakba.[3]
