Administrative detention is incarceration without charge or trial, on the premise that a person plans to commit a future offense.[1] It has no time limit, and the evidence on which it is based is not disclosed. The Israeli military court system employs this measure extensively and routinely, and has used it to hold thousands of Palestinians for lengthy periods of time.[2] Although an appeal process nominally exists, detainees cannot reasonably mount a defense against undisclosed allegations.[3]
